Appel à projets : Innover pour développer loffre de service à la personne

Le ministère de l’économie de l’Industrie et de l’emploi et l’agence Nationale des services à la Personne lancent un appel à projets. L’objectif est de favoriser la compétitivité et le développement du secteur des services à la personne, en incitant à innover pour améliorer l’offre et maîtriser les coûts, grâce à l’emploi plus intensif de nouvelles technologies et de techniques d’organisation plus performantes.

Les projets éligibles devront apporter des services à la vie quotidienne de la personne (hors domaine de la santé et hors domaine de la qualification professionnelle des intervenants à domicile) et pourront être relatifs à :

la conception et la réalisation d’actions de sensibilisation des acteurs privés et publics à l’utilisation des nouvelles technologies au domicile de la personne, ou dans son environnement immédiat;

l’expérimentation de services innovants à destination des particuliers, présentant un bénéfice important pour l’ensemble des opérateurs du secteur.

La date limite pour déposer des dossiers de candidature est le 15 septembre 2009.

Le secteur des services à la personne est en croissance sensible (chiffre d’affaire de près de 16 Md €, en constante progression depuis plus de dix ans), et génère des emplois durables non délocalisables (près de 2 millions de salariés, et près 0,85 million de personnes en équivalent temps plein), des flux financiers, et de nouveaux marchés. Ce secteur mêle étroitement service, industrie et emploi.

La croissance du secteur s’explique par des tendances durables :

la multiplication des foyers monoparentaux,
le vieillissement de la population (les plus de 75 ans, qui étaient 4,1 millions en 1999, représentent en 2008 près de 5,6 millions de personnes, et ce chiffre va doubler en 40 ans ; les plus de 85 ans sont 1,2 millions et ils seront 2,5 millions dans 10 ans),
la féminisation de la population active,
la recherche d’une meilleure qualité de vie par la délégation de tâches ou activités à moindre valeur ajoutée, ou trop complexes et chronophages (entretien du domicile, soutien scolaire, assistance informatique, déplacements avec contraintes particulières, …).

Par ailleurs, des employeurs souhaitent renforcer l’attractivité de leur secteur en participant au financement de services destinés à leurs salariés, sur le lieu de travail ou au domicile, dans le cadre de l’action sociale ou d’une politique de gestion des personnels (conciergerie d’entreprise, financement de chèques emploi service universel).

Certaines activités du secteur font l’objet d’une réglementation spécifique et récente. Elles bénéficient d’avantages fiscaux. L’objectif de cette réglementation est de professionnaliser les métiers, de lutter contre l’économie souterraine et de solvabiliser une partie de la demande.

Cependant, la marge de progrès du secteur est encore forte : les services offerts doivent s’étoffer et se diffuser davantage dans la population. La vie quotidienne de l’ensemble des acteurs : organismes prestataires, intermédiaires et utilisateur final, doit bénéficier des apports de l’innovation technologique ou non technologique, générateurs de gains de productivité, d’une meilleure maîtrise des coûts, d’une hausse de la qualité, de nouveaux marchés et de nouveaux emplois. Enfin, la confiance des clients est essentielle pour le développement de ces services, tout notamment lorsqu’ils concernent des personnes vulnérables (enfants, personnes dépendantes). C’est pourquoi l’intégration de la démarche qualité dans l’offre est indispensable.

Pour soutenir le développement de l’offre et pour renforcer la compétitivité des acteurs, le ministère de l’économie, de l’industrie et de l’emploi, via la direction générale de la compétitivité, de l’industrie et des services (DGCIS) a décidé de lancer le présent appel à projets, avec l’appui de l’agence nationale des services à la personne (ANSP). Les projets retenus permettront aux candidats concernés de bénéficier d’une aide au financement dans les conditions du présent document.
