Convention entre l'Etat et la CNAF : UNA s'interroge sur les moyens attribués pour l'aide à domicile
Suite à la signature de la convention d’objectifs et de gestion (COG) pour la période 2009/2012 entre l’État et la CNAF (Caisse Nationale des Allocations Familiales) le 9 avril dernier, UNA, 1er réseau d’aide, de soins et de services à domicile, approuve les orientations prioritaires que constituent le développement de l’accueil du jeune enfant, l’accompagnement à la parentalité et la mise en oeuvre du RSA (Revenu de Solidarité Active). Si elle se félicite de la prise en compte de ces enjeux globaux qui s’inscrivent dans les valeurs défendues par son réseau d’adhérents, UNA tient également à rappeler la nécessité d’attribuer des moyens à la hauteur des objectifs fixés.
En tant que représentant de professionnels du domicile et gestionnaires de structures d’accueil collectifs intervenant sur les périmètres de la petite enfance et de l’aide au domicile auprès de 35 000 familles chaque année, UNA tient à souligner les points
suivants :
UNA salue l’effort sans précédent en matière de petite enfance, approuvant notamment la création significative de places d’accueil des jeunes enfants. Mais, UNA demande que l’expérimentation faite autour des Jardins d’Eveil fasse l’objet d’une réelle évaluation avant toute généralisation en raison de l’incidence financière pour les familles et les collectivités. Dans ce contexte, UNA revendique une démarche professionnelle de l’accueil des enfants, afin d’assurer la qualité et la sécurité des interventions et préconise, pour ce faire, le modèle prestataire.
UNA tient en revanche à préciser ses interrogations sur l’aide à domicile des familles. Même si la COG prend acte de la nécessaire amélioration du dispositif, UNA s’inquiète du niveau des moyens prévus sur la période 2009-2012 : l’enveloppe attribuée ne permet pas d’augmenter de façon significative l’intervention sociale auprès des familles. UNA souligne notamment une baisse d’affectation des ressources de 18.2% entre 2008 et 2009 pour les motifs relatifs à un évènement familial (naissance, séparation, décès, reprise d’un emploi ou d’une formation professionnelle) ; elle s’inquiète également de la diminution de plus de 22% de l’affectation des ressources à l’enveloppe maladie (qui inclue des évènements comme la grossesse, la maladie ou l’hospitalisation et les affections de longue durée).
Enfin, UNA souhaite vivement que cette COG voit le partenariat entre les CAF et les professionnels du domicile renforcé afin de concrétiser ces orientations : en tant qu’acteurs majeurs de la petite enfance comme de l’aide aux familles, partenaires historiques des CAF et de la CNAF, les 1 200 adhérents du réseau UNA mettent en oeuvre au quotidien leurs savoirs faire et compétences pour développer et structurer les réponses d’accueils collectifs et individuels de la petite enfance, de soutien à la parentalité, d’accompagnement des familles confrontées à des difficultés d’insertion, de cadre de vie, d’équilibre entre vie personnelle et professionnelle ou liées à une situation de handicap.
UNA restera vigilante quant aux conditions économiques et qualitatives dans lesquelles ces actions seront mises en place et menées, notamment en termes de qualité des interventions et de poursuite de la professionnalisation.
