La FEdération du Service aux Particuliers (FESP) lance CREDISAP, un microcrédit destiné aux salariés de ses entreprises

La FEdération du Service aux Particuliers (FESP) lance CREDISAP, un microcrédit personnel doté d’un ccompagnement social destiné à plus de 20.000 salariés de ses entreprises de services à la personne adhérentes. Ce crédit, d’un montant de 500 à 3.000 €, a pour vocation de financer un projet d’amélioration du quotidien et de favoriser l’insertion économique et sociale des salariés des sap en contribuant à la mobilité (achat de voiture, cours et permis de conduire), au logement (caution ...)l’installation et à la formation. D’après les estimations de la FESP, 3.000 prêts pourraient être attribués

CREDISAP sera proposé à des taux très compétitifs sur une durée de 12 à 36 mois ; il ne comportera pas de frais de dossier et sera garanti à 50% par le Fonds de Cohésion Sociale géré par la Caisse des Dépôts ; les mprunteurs bénéficieront d’un accompagnement bancaire adapté.

La FEdération du Service aux Particuliers (FESP) est à l’initiative de ce projet dont elle a coordonné la péparation avec 5 partenaires :

le Groupe D&O / DOmissimo et DOM PLUS qui assureront l’accompagnement social des emprunteurs,
le Groupe Caisse d’Epargne,
le Crédit Coopératif,
la Caisse des Dépôts.

Le partenariat prévoit notamment que :

- La FESP présente l’opération CREDISAP à ses adhérents et assure un reporting des microcrédits réalisés ; les
entreprises adhérentes de la FESP informent leurs salariés de l’existence de CREDISAP et repèrent les salariés
confrontés à des difficultés financières et bancaires, afin de leur proposer un contact par téléphone avec le roupe D&O chargé de l’accompagnement social ;

- Le Groupe D&O, via son enseigne nationale paritaire de services à la personne DOmissimo, assure un prédiagnostic
approfondi de la situation du salarié et, le cas échéant, l’oriente vers des aides complémentaires, ou bien vers les services sociaux adaptés lorsque sa situation ne permet pas l’octroi ’un microcrédit. Le Groupe D&O s’engage à reprendre contact avec l’emprunteur entre 3 à 6 mois après la mise en place du prêt pour s’assurer qu’il ne rencontre pas de difficultés pour rembourser le crédit et, le cas échéant, à en avertir la banque et à chercher des solutions. L’intervention de DOmissimo est assurée par des professionnels de la plateforme téléphonique de DOM PLUS, dont le savoir faire dans ce domaine est reconnu ;

- Les Caisses d’Epargne et le Crédit Coopératif décident de l’octroi du prêt et en informent le Groupe D&O. Les Caisse d’Epargne, grâce à leur dispositif « Parcours Confiance », assurent un suivi régulier des comptes de l’emprunteur ; les Caisses d’Epargne et le Crédit Coopératif vérifient le bon remboursement du crédit et, en cas de difficulté, avertissent le Groupe D&O qui décidera éventuellement la mise en place d’un accompagnement renforcé, voire d’une orientation vers un organisme d’action sociale ;

- La Caisse des Dépôts garantit les prêts accordés via le Fonds de Cohésion Sociale, créé par la loi de programmation pour la cohésion sociale (janvier 2005) et doté par l’Etat. Plus de 7000 prêts ont déjà été accordés dans ce cadre.

Pour Gabriel PACHECO, Administrateur de la FESP et Président du groupe Merci +, qui a coordonné au titre de la FESP la préparation de CREDISAP : « cette initiative va accroître l’attractivité des métiers des Services à la Personne et la fidélisation des salariés, enjeu numéro 1 pour les entreprises de services à la personne en forte croissance qui sont confrontées à un problème de recrutement."

Ainsi CREDISAP est-il un nouvel outil développé par la FESP, comme le plan de formation et la politique de l’apprentissage, pour aider et motiver de nouveaux collaborateurs à rejoindre les services à la personne. Les fortes difficultés d’accession au crédit gênent l’insertion et le développement professionnels de certains de nos intervenants. C’est pourquoi ce microcrédit est doté d’un dispositif d’accompagnement social complet pour en faciliter l’accessibilité.
