Le « sens du service », une question d'organisation

Avoir le « sens du service », c'est ce que l'on demande à un nombre croissant de salariés. Certains sociologues y voient la résurgence de formes de servilité. Pour d'autres, la « relation de service » n'est pas un mal en soi : tout dépend des formes organisationnelles et institutionnelles qui l'entourent.

Alors que près des trois quarts de la population active occupe un travail tertiaire, la « relation de service » concerne une majorité de salariés. De l'employé au guichet d'une banque à l'assistante sociale, en passant par le vendeur de vêtements, tous ont en commun de travailler dans un face-à-face constant avec une clientèle, souvent impatiente, parfois irascible. Pour certains chercheurs, service rime alors avec servilité. Pour d'autres, comme les sociologues Jean-Louis Laville et Pascal Ughetto, on ne peut s'en tenir là. La relation de service est avant tout une capacité à adapter le service aux souhaits diversifiés du public. Elle implique non seulement les salariés travaillant en face-à-face avec le public, mais les organisations dans leur ensemble.

La première interprétation de la relation de service la présente essentiellement sous un jour critique. Elle s'inscrit à la suite des travaux d'Arlie Russel Hochschild. Dès 1983, dans The Managed Heart, cette sociologue américaine s'intéresse aux métiers de service féminins, comme celui des hôtesses de l'air. Que veut dire, pour elles, être « professionnelle » ? C'est répondre aux souhaits, à l'inquiétude, à l'agressivité même des passagers en gardant toujours le sourire. Les hôtesses de l'air fournissent un « travail émotionnel » consistant à réélaborer leur ressenti et à influer sur celui des passagers, notamment en diffusant un sentiment de sécurité. Nulle surprise que l'interprétation de A.R. Hochschild inspire nombre de recherches contemporaines, la notion de travail émotionnel pouvant s'appliquer à de nombreux métiers tertiaires (téléopérateurs, services aux personnes, etc.), ainsi qu'à une intégration générale de normes comportementales dans la définition de la compétence (« savoir être »).

Ce chercheur de l'Irés (Institut de recherches économiques et sociales) s'appuie sur les travaux du sociologue américain Ervin Goffman (Asile, 1968) pour définir la « compétence de service ». Celle-ci peut s'entendre comme « la capacité de prendre une décision non prévue par une procédure impérative et de la présenter comme professionnellement justifiée ». Cela suppose que le client reconnaisse l'expertise du prestataire et lui laisse le champ libre pour résoudre le problème posé. Dès lors, une relation d'égal à égal prévaut entre les deux parties. D'où la conclusion de P. Ughetto : « Le service n'est servile que lorsque celui qui l'accomplit n'est pas un professionnel. »

Reste que le travail de E. Goffman concerne les professions libérales : le professionnel, c'est le médecin ou le consultant. Peut-on, se demande P. Ughetto, étendre l'analyse au salarié ? Cela suppose que ce dernier puisse adapter l'offre de service aux demandes individualisées de la clientèle. Le contexte actuel s'y prête puisque les firmes privées, autant que des entreprises publiques, entendent être « à l'écoute du client ». Pourtant, observe P.
