Les organisations professionnelles du maintien à domicile et de l'aide aux personnes âgées dépendantes appellent à un débat public

Le 30 juin 2009, 16 organismes  représentant les personnes âgées, leurs familles et les professionnels du secteur se sont rassemblés, partout en France, avec un objectif commun : interpeller le gouvernement sur le manque de moyens consacrés à l’accompagnement des personnes âgées dans notre pays, tant à domicile qu’en établissements, et sur les coûts de plus en plus élevés pour les personnes âgées et les familles. L'objectif est de mettre en place un débat public sur l'aide aux personnes âgées fragillisées.

A cette occasion, les organisations ont toutes constaté avec inquiétude le retard pris par le Gouvernement sur la mise en place d’un cinquième risque de protection sociale pour l’aide à l’autonomie, mesure que le Président Nicolas Sarkozy appelait pourtant de ses vœux au début de son quinquennat.

La prise en charge de l’aide à l’autonomie des personnes fragilisées est une véritable question de société, appelant une vision politique ambitieuse et volontaire. C’est pourquoi les professionnels et les représentants des usagers demandent la tenue d’un débat public national sur ses conditions et son financement pour faire face aux besoins grandissants de la population. Elles revendiquent la mise en place d’un cinquième risque de protection sociale, fondé essentiellement sur la solidarité nationale, afin de mettre en œuvre un nouveau droit à compensation, ouvert aussi bien aux personnes âgées qu’aux personnes en situation de handicap.

Dans l’optique d’organiser ce débat public qui ne doit pas être restreint aux seuls spécialistes et professionnels, les organisations sont prêtes à rencontrer rapidement Xavier DARCOS (Ministre du travail, des relations sociales, de la famille, de la solidarité et de la ville), Nadine MORANO (Secrétaire d’Etat chargée de la famille et de la solidarité), et Nora BERRA (Secrétaire d’Etat chargée des ainés), en charge de ces dossiers.
