OPCALIA Rhône-Alpes signe une convention de partenariat avec le département de la Loire.

Un partenariat qui va renforcer les actions de formation et de qualification des salariés du secteur.

OPCALIA Rhône-Alpes vient de signer (Octobre 2008) avec le Conseil Général de la Loire, la CRAM et l’Etat une convention de partenariat pour l’aide à domicile pour continuer la démarche de modernisation des services du secteur initiée en octobre 2003 et associant tous les partenaires du secteur professionnel (prestataires de services d’aide à domicile, financeurs, services publics,…). Fort des excellents résultats enregistrés lors du bilan fin 2007 de la première convention dans le domaine de la professionnalisation des personnels, le nouveau partenariat va renforcer les actions de formation et de qualification des salariés du secteur. Cette nouvelle convention prévoit : - La création de nouvelles formations pré-qualifiantes visant à acquérir un minimum de connaissances et de réflexes pour intervenir aux côtés d’un public fragilisé par l’age ou le handicap ; - Le développement du tutorat avec travail en binôme afin de faciliter l’intégration d’un personnel ayant été préalablement formé ; - La professionnalisation et la qualification des salariés du maintien à domicile par l’obtention de diplômes titres ou spécialisation sachant qu’à 5 ans un objectif de 30% de taux moyen départemental de professionnalisation est fixé ; - La mise en place de dispositifs de VAE pour les salariés du particulier-employeur en emploi direct et en service mandataire ; - La formation des encadrants pour évaluer la situation de la personne aidée et fournir la qualité d’écoute, de réponse, d’accompagnement et de soutien au personnel d’intervention ; - Le déploiement de la GPEC afin de mieux anticiper les besoins du secteur en terme d’emploi et de compétences ; - Le suivi personnalisé du personnel d’intervention afin d’inscrire l’intervenant à domicile dans un parcours professionnel. C’est dans le contexte de mise en œuvre de l’Allocation Personnalisée d’Autonomie (A.P.A.) que le Conseil Général de la Loire et l’Etat ont initié en 2003 une démarche de modernisation des services d’aide à domicile et des emplois familiaux. Le but était de répondre, sur l’ensemble du département de la Loire à l’égalité de traitement du citoyen tout en apportant une attention particulière à la qualité du service rendu en matière d’intervention au domicile. Dans le cadre de la première convention, 867 personnes ont été formées pour un budget mobilisé de 873 560 € sur la période triennale 2004/2006 ; un accompagnement à la Gestion Prévisionnelle des Emplois et des Compétences (GPEC) a permis d’associer 8 structures de salariés d’aide à domicile sur un travail d’étude et de prospective des ressources humaines de la branche. Commentant cette annonce, Isabelle Vray-Echinard, Directrice d’OPCALIA Rhône-Alpes déclare : OPCALIA Rhône-Alpes accompagne depuis 2001 le secteur de l’Aide à domicile. Depuis 2 ans, son action est orientée prioritairement dans le secteur privé des services à la personne pour mettre en place un plan de la professionnalisation des salariés et favoriser le recrutement en alternance. En outre, OPCALIA Rhône-Alpes participe à l’opération « 8 000 salariés formés » aux côtés de la Fédération des Entreprises de Services à la Personne (FESP) lancée en juillet 2008.
